Objectives

  1. To increase enrollment and retention rate of minorities in computer science
  2. To foster and maintain good relations with all students, staff, and faculty of the Computer Science Department
  3. To establish and maintain study and help sessions for those having difficulty in CS courses.
  4. To establish a system where the members can share materials (books, magazines, etc.)
  5. To provide information about scholarships and job opportunities for the members of the organization.
  6. To maintain a link with the Minority Engineering Program so that members may utilize the resources provided.

Article I

    This organization shall be known as "Minorities In Computers Science" [MiCS], hereafter referred to as the organization.

Article II

Section 1.

    This Organization shall be composed of members who must be currently enrolled as either CS Majors or CS Minors

Section 2.

    Those who graduate and non-CS Majors shall be honorary members.

Article III

Section 1.

    There shall be five officers in this organization:

  1. President
  2. Vice President
  3. Secretary
  4. Treasurer
  5. Technical Officer

Section 2.

      A. The President shall:

      1. Preside at all meetings of the organization and its executive committees.
      2. Call meetings of the organization and meetings of the executive board.
      3. Create committees as the need arises with the approval of the organization.
      4. Appoint committees as the need arises with approval of the organization.
      5. Be the official spokesperson for the organization.
      6. Have such other powers as are necessary and proper and which are not in contravention with any provision of this constitution as deemed by the Executive Committee.

      B. The Vice President Shall:

      1. In the temporary or permanent absence of the President, perform all the duties of the President.
      2. Assist the President in supervising the business of the organization in whatever manner shall be deemed necessary and proper.

      C. The Secretary shall:

      1. Be the recording and corresponding officer of the organization and custodian of all the organizations records not herein assigned to the other officers.
      2. Keep a copy of this constitution, any amendments together with a record of all by-laws and resolutions adopted by the organization or its Executive Committee.
      3. Receive all resolutions from the membership or its officers to be considered at a meeting of the organization and its executive committee.
      4. Maintain and record an updated list of all members of the organization.
      5. Record the minutes of all the minutes of the organization and its executive committee.
      6. Provide sufficient notice of upcoming meetings of the organization and its committee.
      7. Perform al other duties commensurate with the office of the secretary that are not in contravention with any provision of this constitution.

      D. The treasurer shall:

      1. Collect all dues and assessments duly authorized by the organization.
      2. Keep record of all the receipts and disbursements of the organization
      3. Represent the organization in matters relating to University Student Fee Allocation.
      4. Give a report of the financial position of the organization at any of the meeting of the organization and be prepared to give a report at any meeting of the Executive Committee when requested by a member or when required by the President.
      5. Perform all other duties commensurate with the office of the Treasurer that are not in contravention with any provision of this constitution.

Section 3. Qualifications

    To be eligible for election, a nominee must be a student in good academic standing. Any officer who fails to maintain a good academic standing may be removed from office by a two thirds vote of the organization and replaced in accordance with the provision of Article III section 7

Section 4. Nominations

    Any student meeting the qualifications for election as an officer of the organization may become a nominee.

Section 5. Elections

    All elections of the organization shall be administered by an Election Committee composed of three members whose names shall be chosen at random from among all volunteers by the president of the organization at the first meeting of the organization during the Fall term. The members of the organization shall keep these duties for the duration of the school year in which they were selected. No member of the election committee shall become a candidate for office of the organization.
    Elections shall be held in the fall to choose officers. The exact date shall be set by the Election Committee
    Elections shall be conducted by the secret ballot, and the ballots shall be tabulated and the results posted by the Election Committee.
    Each officer shall be elected by a majority of the voted cast for that office.

Section 6. Terms Of Office

Officers shall serve for one year from the time of their election.

Section 7.Vacancies

    When a vacancy occurs in any of the officers of the organization, the successor will be determined by ad hoc election at the earliest data feasible

Section 8. Recall

    Upon petition of at least 2/3 of the members of the organization, an officer will subject to a recall election, supervised by the Election Committee. The officer shall be recalled upon a sixty percent (60%) vote of these members voting on the question. Vacancies will be filled in accordance with Article Section 7

Article IV

Executive Committee

Section 1.

    The officers of the organization shall be the voting members of the Executive Committee

Section 2.

    The Faculty Advisor and the organizational sponsor shall be non-voting members of the Executive Committee

Section 3.

    When a vacancy occurs among voting members, the provision of Article III Section 7 will govern. All other vacancies are to be filled by majority vote of the Executive Committee.

Section 4. Powers

    A. The Executive Committee shall have the power, by majority vote, to pass resolutions consistent with this constitution which shall govern the affairs of the organization.

    B. The Executive Committee shall formulate and execute the policies and manage the affairs of the organization.

Section 5. Meeting

    A. The Executive Committee shall meet whenever necessary, but at least once a month.

    B. All business conducted by the Executive Committee shall be prepared to the entire organization at the next regularly scheduled meeting.

    C. No business can be transacted by the Executive Committee unless three (3) voting members are present.

Article V

Impeachment

    In the event of any official of the organization is deemed gravely delinquent in conduct or in execution of official duties by a vote of majority of the members of the organization, the offending person shall be given the opportunity to answer to these charges. After the hearing or after the opportunity to be heard has been declined, the offending person may removed from office in the organization and /or membership on the Executive Committee by a majority vote of the entire organization. Any resulting vacancy in the offices of the organization shall be filled in accordance with Article III Section 7.
